  2. The rubber plug is a cover for the the parking brake tension adjuster. You can remove the plug and spin the wheel with a flat screw driver up to release tension or down to tighten the tension of the parking brake. Make sure you twist the rotor so the plug is positioned at the bottom to access the mechanism also re-tighten after you put the new rotor on. Hope this helps.
